1.ADMIN CONFIGURATION:
1.Go to settings dropdown and click System.
2.After that you will see Project roles left-hand side.
3.Click Project roles give name and then click Add Project roles button to follow below image.

Choose Settings > Projects.
Choose the project you want to configure.
Go to your project and click Project settings.
Click Permissions and you will see top right side Action button click that for edit . To follow below image steps.

Setup Project Role:
Log in to your Jira instance as an administrator.

Permission Scheme Update:
Navigate to Permission Scheme
Settings → Issues → Permissions
Click 'Permissions' on the permission scheme associated to respective project(s)
Add newly created role to Release Manager permission
