Setup Project Role:
Log in to your Jira instance as an administrator.
Click on the "Settings" dropdown, and select "System."
2. Access Project Roles:
In the left-hand menu, find and click on "Project roles."
3. Create a New Project Role:
Click "Add Project Role," provide a name for the new role, and click the "Add Project Role" button.

Permission Scheme Update:
Navigate to Permission Scheme
Settings → Issues → Permissions
Click 'Permissions' on the permission scheme associated to respective project(s)
Add newly created role to Release Manager permission
