Admin Configuration :
Log in to your Jira instance as an administrator.
Navigate to Project settings → Workflows → Choose the respective transition & Click the “conditions”.
From the right bottom click “Add condition“ & Choose “Open Pull Requests Condition “
After Choosing click “Add“ for configuration.
Publish the workflow
Once configured the respective transition(s) will be hidden from Developers if there are at least one open Pull Request
